Discourage time wasters or people not being ready

Tournament games are aborted after 30 sec if both sides don't make a move. I don't get your point #11.

Maybe you don't play 0+1 tournaments, but this "practice" borders on a way to cheat in my opinion and I have encountered it in every 0+1 tournament I have been in. The first few seconds of a 0+1 game are critical (you literally lose if you delay), so a game staller who waits 29 seconds to move can catch you off guard (you can imagine they are not going to move so don't remain focused, you can do something else (change music), or whatever) and suddenly the move arrives. For other time controls, this would not matter. For 0+1 it is terrible.... the only option is to remain hyper-focused for the full 30, and then they truly may be a non-mover (which is just annoying)

I really don't think lowering the time-to-lose to 10 seconds for 0+1 is unreasonable based on the above.
Goldilocks I wonder if the clock for the 2nd person to move should only start when they made their first move?!

So those 0-2 pouncers will have to wait for the return move - and not be able to basically get a time default.

But in the general case, i think if someone sets up a game challenge and the time limit is less than 5 minute chess, and they don't play within say 30 seconds, then a time forfeit might make them think twice about setting up challenges which they are not really forfilling - or selecting out particular opponents they don't fancy their chances against.

"Goldilocks I wonder if the clock for the 2nd person to move should only start when they made their first move?!" - this requires new dev, Tryfon... a simple solution (10 sec default for 0+1 in tournaments) can be implemented easily.

I think the main problem - and why this bothers bullet players (and 0+1 players in particular) - is that such players are inherently inpatient and are playing such time controls specifically for the frantic action; 30 seconds of waiting IS an eternity!! (and, more frustratingly, can be used to get an advantage, in the case of the 29 second sudden movers)
My experience from playing League of Legends (which also implements some ELO-derivative – and have the same problem with people "dodging" games): Rating penalties of any kind is an utterly horrendeous idea, but a timed lockout is somewhat effective (though it can be circumvented by utilizing several accounts).

KC: What FIDE does and thinks IRL isn't of relevance to anything else than research on corruption, besides the rule you're referencing has been _heavily_ critizised by everyone and their dog.
@Clarkey 'Clocks already start after both sides have made a move.' - actually a good point - I have never hung around in a bullet game to witness this (usually have first move premoved).

Still don't see why 30 seconds is relevant to 0+1 players - it is decent as a 'standard' default time, but seems too lengthy for this hyper-speed variant of the game.
