What are the obstacles, steps to become a titled player in lichess?

Not difficult, u just have to submit your FIDE certificates^^

You can't. It's only in offline tournaments. There's technically a FIDE online title through arena.myfide.net/ but it is not usable anywhere else offline or offline so it's essentially a scam to get more people to use their services. Would not recommend it.
