How does the Top Rated calculation work?

Q1: Once, I saw the top rated was playing a blitz game. The top blitz was a different person, though. Wassup with that?
What do you mean?

If the player playing was a different person you actually didn't see the top rated playing as you claim. Your statements contradicts each others. :)
If that's what you were asking about, then it's as you've noticed, lichess TV shows the current games of top rated players playing at that moment. Highest rating amongst those games is shown as the "Top Rated" game. Correspondence games are excluded for obvious reasons.

Regarding your other question, that shouldn't happen. It was either a bug or you've misinterpreted it. If you can recreate it, post it in forums.
I can see a reason. If you always choose the top rated game playing at the moment it will switch and be interrupted as soon as a higher rated player starts a new game. Maybe they let an ongoing game end first.
Sometimes it happens. Other times, like now, it doesn't. I have no idea why. It happens as soon as I click it, though.
#8 I mentioned a possible reason in post 7. If you always chose the highest rated player playing, games will risk being interrupted if an even higher rated player starts a new game while a game is going on.
That's less than a millisecond of time, though. The chances are very rare.
