Whats the best way to not play ppl who join my game with the flagged subject as above ?

I have an opponent in 3-4 of my games who I would not rather make a move against .

No problem! Cheaters cannot play rated games and if you do happen to lose to one in a rated game, usually you get your rating points back pretty fast.
