My opponent moves his pawns a lot of times in the beginning. Is there anyway to break through on the queenside?

I think the same than Folichon, in some openings black pawns structure it´s solid and the way to punish those position, it´s trying to break the middle.
Would you suggest 5. Nf3 Nf6 6. d4!?
Or is there another way to break the pawn structure.
5. e3 h6 6. Ne2 Nf6 7. d4
Or just 5.d4 and take back with the queen, faster for dev.
